User mail flags

Flags used to store user state with respect to mail reading.
Only one flag is currently available:

ECF_QSCCFG
The user has configured their quickscan. The clubs module takes the user into the quickscan configuration tool on the user's first visit to the module. After the first quickscan, this flag is set and the Clubs module behaves the normal way.
